Have you ever been in a meeting where you set a strategy, but can't seem to get it implemented? Especially across an entire enterprise?
It turns out that this is an endemic problem. John Zachman studied this problem in the 1980's at IBM, and has figured out how to make Enterprise Architecture work. His Zachman Framework describes a 5x5 matrix on all of the factors that need to come together to implement a big project.
(I'm in the middle of a meeting at the moment, and the speaker is going over using Zachman to address technology accessibility requirements in Canada. It definitely sounds like it deserves more investigation.)

It could be. Might be a dessert topping as well.
