Phil Windley is among many who are noticing a Reuters report that China, Japan and South Korea are planning to develop an alternative OS as a possible replacement for Windows:

[I]f the plan matures, the three nations are likely to build upon an open-source operating system, such as Linux, and develop an inexpensive and trustworthy system.
Further proof that "access to the source" isn't the goal of the open source movement. It is the prerequisite that enables two other primary goals: building upon past work and fostering collaboration.
