Consultants face primarily the question of maintaining productivity in the face of people who would love nothing more than to waste all of your time.
Employeers face, conversely, the question of how to get good use out of their technical talent. The obvious answers seem to be: have lots of meetings, call them a lot, when they stop answering the phone, confront them about whether they're really working on your project or not, corner them into producing graphs and mockups, draw every imperfection in the half completed project to their attention and demand that they fix them on the spot and thus completely hijack the development process, etc.
