It seems there was a stoppage in mail coming from new tickets and replies in tickets rt.cpan.org since the end of January. It might have only effected cpan.org addresses.
Its just been fixed. So all you authors who haven't been getting any messages fro rt.cpan.org and thinking your code is perfect and there's no bugs... check your queues.
