Well, I've reached about the midpoint of the R command now; that puts me at about the halfway point physically. Filling in all the important variables and their magical values, the rest of the commands, and the API are still left to go at this point.
Still, I'm not sure whether we don't need to move perldebguts (which is more about the perl debugger API than the debugger's internals) somewhere else, and redo these comments as a coherent document to replace it.
