Have they changed the name? It was originally known as "MS Comic Chat", and it was a bane of IRC right after it sprang into existence.
In true MS fashion, its designers assumed that anyone using IRC would be using their new spiffy client, and so they just used IRC public messages (rather than a custom CTCP or something) to carry the metadata for the cartoons. So anyone NOT using Comic Chat would see things like:
APPEARS AS TIKIGOD (#G0JD872DJ2873) SAYING blah blah blah
anytime someone who was using it would open their mouth.
