Over the last few years the Israeli Perl Mongers mailing list (http://www.perl.org.il/mailman/listinfo/perl) has grown significantly in both number of subjects and number of posts, to the point where there are now hundreds of posts per month.
Since the large number of topics and the sheer volume of messages may intimidate Perl beginners from joining the list, the group's leader, Gabor Szabo, has decided to open a new mailing list, dedicated to questions from Perl beginners.
Archives and a subscription form for this new mailing list can be found at:

All beginner level questions as well as any materials (links, books, tutorials etc.) which might interest Perl beginners are welcome. The list language is strictly English, so the list is *not* restricted to persons living in Israel!

If the list is English, why not just use the existing long-established "beginners@perl.org" list?

I guess for the same reason that perl@perl.org.il is no longer strictly suitable for beginners -- the sheer volume of messages in beginners@perl.org is so huge, it might discourage a beginner from even joining the list (or cause him/her to leave quickly). perl@perl.org.il may not be as busy, but it still manages to generate a few hundred messages a month.
Hopefully, a brand-new mailing list for beginners will manage to keep the volume of messages low, exactly because there already are so many other avenues to ask questions (email lists, forums, web-sites, etc.), thus providing a place where even a Perl beginner may feel comfortable.
Of course, that's just my opinion, I have no idea if this is what Gabor was thinking of...
