Yes, but she's a bit late to apply for send-a-newbie, and she can't afford to pay her own way.
More practical problem is that she doesn't have a passport yet. Heck, she doesn't even have a birth certificate (there's 6 weeks to register that). She does have an NHS number, though. I wonder if that's allocated before you're even born.
