I have yet to locate the Jamacian consuluate, or assess what it feels threatened by.
It reminds me of the American embassy here in Ottawa. Not only it's protected by three levels of gate (and the usual truckload of armed guards), but it looks like a beached battleship.
In fact, my personal theory is that it is a cunningly camouflaged battleship, ready to slip in the Ottawa river and wreak havoc as soon as the US declares war on Canada.
