Ooooh. Not only is Ken proposing to raise the congestion charge to £25 for any old Chelsea tractors, it now seems that he's proposing to raise the charge for the genuine article by abolishing the residents' discount on band G vehicles. So when the congestion charging zone extends west, Chelsea tractors living in their native habitat will burn even more money. I wonder if this will make them an endangered species? Certaily Ken will be an endangered species if he attempts to go canvassing. Although I doubt many people there were voting for him even before this latest news.

I suspect it's an urban 4 wheel drive, but even the article doesn't spell it out (or else I skimmed too quickly).
