Ooooh. Not only is Ken proposing to raise the congestion charge to ã25 for any old Chelsea tractors, it now seems that he's proposing to raise the charge for the genuine article by abolishing the residents' discount on band G vehicles. So when the congestion charging zone extends west, Chelsea tractors living in their native habitat will burn even more money. I wonder if this will make them an endangered species? Certaily Ken will be an endangered species if he attempts to go canvassing. Although I doubt many people there were voting for him even before this latest news.

Yeah, it's UK eco-slang for SUV urban 4x4's and real 4x4's that are kept unnaturally pristine from dirt - http://www.macmillandictionary.com/New-Words/050214-Chelsea-tractor.htm
