As stated in the 'related' link of the original article, the website serves RSS feeds of new versions for your favorite modules.
You can track each module separately, by visiting http://myperl.eu/permodule/Some-Module-Name where you'll find an RSS link for that module (this doesn't require logging in), or you can create your own bundle of modules to track in one RSS feed (the interface for creating the bundle appears when you log in.)
Per-module RSS feeds was a missing service from CPAN, so I thought someone should make it. On the 'related' page I saw that 3 people demanded such a service, so I figured there's more.
The module feeds also describe the additions in the changelog files (so you can see what's new in that module)
That's about it. The functionality is there, the appearance, the texts & menus will be added (soon).
The site is still in beta test, so if you happen to use it I'd be very pleased to hear what you think, comments, suggestions, etc.Re: but...

ok, thanks for the explantion. Good idea!
It would be cool (but very hard to implement) to show the latest changelog entry directly in the feed.It does that

It does that for modules that have been updated more than once since March 19th.
See http://myperl.eu/permodule/Tie-FileSystem for example.
