Our minister of justice is currently attempting to do some legislation related to the Internet and child pornography.
Apparently they want to separate two aspects, so if you download child pornography, it is illegal. If you however just browse pages containing child pornography it is not illegal, since you can have been browsing the content by coincidence or you could have been lured to access the content.
I am a bit puzzled, what is the does download mean?
According to the dictionary I got handy here download simply means:
copy (data) from one computer system to another or to a disk.
But is that not exactly what happens when you browse, technically?
And what if you upload child pornography?
