Maintenance release addressing a packaging issue.
If you have a bin directory in you working directory, this does not have to be in your distribution, me for one does not specify it in the Build.PL, the auto-generated Makefile.PL, lists the contents, so your packaging breaks when the dist is attempted built on systems not reflecting this directory structure.
This reminds me that I would like to see Module::Build implement both black and white lists of what should be a part of the distribution.
Maybe I should just send the requests to the Module::Build queue on rt.cpan.org.
This closes a RT ticket for Date-Holidays and addresses an breaking test - respect goes out to the CPAN testers, I would never have found this bug without them, unless somebody actually attempted to use my module. Which nobody does, but well in theory... somebody could evaluate it, be disappointed and look go elsewhere... in theory...
