This started off as a post under TorgoX's thread about Apache::MP3 i18n and the continued importance of Russian, but when I started rambling, I figured he'd want me to be nice and not leave a mess.
I went to Ukraine last month, and wound up in the area that likes to continue to speak Russian even though Ukrainian is the state language. I thought that made for some interesting dynamics. And everyone in the area was bilingual. Er, trilingual. Er, ... well, most of them knew a lot more languages than most people from my country.
After I got back, I decided to check on the state of Perl in the area and learned there's apparently a Perl Mongers group there: Donetsk.pm . And immediately after that I learned the person listed as contact for the group was author of SOAP::Lite and an O'Reilly book on SOAP. I guess if I jump up and move to Donetsk I'll know where the Perl people are.
