But I was sure I'd seen a reference to the guy who wrote it on use.perl before - softwarediamonds and I know that some people have funny names on CPAN, but "Samson Monaco Tutankhamen"? You gotta be kidding me...

It appears to be POD versions of standards docs for software development in the (US?) military.

However, it only the second most bizarre distro ever. The winner of that title is Meta. Hands down, no arguments, undeniably the most bizarre thing ever uploaded to CPAN, excluding intentional jokes like the Sex modules or the Acme::* stuff.

And, if, by some unforeseeable possibility, someone did come up with an even more bizarre than META, then the next version of META would just include that particular distro in it and things would be put right again.
