I'm of the opinion that P3P, the Platform for Privacy Preferences, is worthless crap, but that's a longer rant.
Anyway I figured out what the IE/Frameset problem is when I finally found "Session Variables Are Lost If You Use FRAMESET in Internet Explorer 6.0". Sending the suggested header of P3P: CP="CAO PSA OUR" seems to make IE happy. I've got no idea what CAO PSA OUR means, but if it's a shortcut for "we're the good guys please accept my cookies", I'm happy.

The problem is that we weren't using frames, our site was being framed by somebody else. IE is broken in this regard.
