Spreadsheet::ParseExcel and Net::RawIP finally in good hands

As reported in my perl blog (go search engine, think it is a perl blog ;-) after long years of negligence on my part finally both Spreadsheet::ParseExcel and Net::RawIP found good maintainers.

Thanks to John McNamara and Sébastien Aperghis-Tramoni (aka the brave souls)
