Heh - looks like you could start with Net::ProxyMod or Net::Divert if you really want to do this. I'm not sure I'd post a module that did IP spoofing, even if I was able to put it together, since I think it would do more harm than good.It looks like the easiest thing to do is just to connect through an anonymous proxy. See multiproxy.org for a list of IP's, or look here if you want to connect online through an anonymous proxy.
I've also found software here that (apparently) let's you do IP spoofing.
