While I don't if the name-changing part is true, but there definitly is a village called Fucking in Austria. The name is not offensive at all in German, and all of the other villages mentioned in the article do exist.
But I didn't hear/read anything about the name-changing efforts in local media (but than I don't follow those media to closely)
Oh, if you visit multimap.com and browse/search for Europe, Austria, town: fucking, you'll see that it really does exist. It is right next to Braunau am Inn (BTW the town Hitler was born in/raised...)
