I've been meaning to do this for months, but only just got round to it.
Last year at the Perl Conference I presented a paper called Perl For The People: A Modest Proposal for Increasing Perl Usage Using a Combination of Legal and Technological Means (fans of Dean Swift should have an idea of exactly how seriously to take it).
The slides have been online for a while, but I've finally got round to marking up and uploading the full paper.
