Building a prototype is an important part of Research and Development. The problem is, everyone has to have an open mind when writing a prototype. This is not easy. Everyone has a history of some kind. Baggage can kill Research, I think.
I don't know if there is any way to get around this human factor. Therefore, it's all that more pressing to make a case, or at least prove a case good or bad.
