I finally had a chance to look at the work all of the XML::RSS workers have been doing. They have added RSS 2.0 support and fixed the output encoding bug. We still need to track down a problem with adding namespaces, which makes this a developer's release.
The release is available on SourceForge and is making its rounds on CPAN.
