Well after downloading a nice little app called InternetPeriscope I managed to discover that the email I received from "PayPal", which directed me to the IP of 211.34.252.132, refers to the following:
A school in Korea.
However, I have still yet to receive any communication regarding the inaccuracies (as I understand them at least) in their policy documents. To be continued I think....
