Acting on the assumption that your grammar is correct, "it" refers to "open source project". It seems talking about an open source project which is limited (enhanced?) by the choice of version control which manages it.

I'm very interested to see where Git takes us. Actually, what's even more interesting to me is the growing need for bridges that span version control systems. When it becomes easier for end developers to use the SCM tool of their choice, then things will get REALLY interesting.

On a completely unrelated note, I've been wondering about how we could apply the philosophy of Git to a Federal Government.
Because, outside of the President's powers with respect to the military and trade agreements, I don't see the point of a centralized federal government any more.
