It looks like Francois Perrad has got there first with the wbxml decoder. I noticed on yesterdays uploads to CPAN, WAP-SAXDriver-wbxml had appeared. I've had a quick go at downloading and evalutating it, but i can't get it to work out of the box, so I'll have to go back and look again when I have more time. It will be interesting to see how he was dealing with some of the things I was stumbling with, namely coping with the all the different unicodes the document could of been encoded with.
