Dear Log,
Second time I've heard in a day, from two different sources: contracting "whoever + is" => "who's-ever":
But by then, who's-ever out there might die from lack of oxygen
I say that all the time!

English is a damn funny language. Like a wild beast, it is impossible to contain it for very long in the cage of grammar.
Out of place

I think it's the "ever" that people aren't clear on what to do with.
It's similar to the problem my wife has with "all", as in "who all" or "what all".
Where you would normally say "Who all is going?" she'll say "Who is all going?"
Instead of "What all did you do?" she'll say "What did you all do?" which sounds very strange when just speaking to me, singular.
:-)
She's from Wisconsin, by the way.
