«The [UK] government has never really thought about the shape and purpose of higher education. Their basic belief has been it's good to have as many people as possible in education for as long as possible at as little cost as possible. They are undermining universities by wanting them to educate too many people on too little income, without a clear idea of what they can or what they can't do.
