Meanwhile, the another supposedly futile and endless inter-ethnic African civil war (not, not that one) was apparently wrapped up by a sufficient mix of international fiat and local desperation.
Therefore I infer that there isn't any oil there, and the local "sacred sites" are sacred only to locals, not any rich foreign fundamentalists. Sometimes it pays to be insignificant! It just takes a while.
