I am consistently annoyed when people use the names of countries, like "France" or "the US" to refer to the (heads of) governments of those countries. You know, "the US rejected the Kyoto Accord", like that. Really? The whole country? I'm in the US, and I don't remember being asked about the Kyoto Accord.

However, when it is not just governments but also citizen groups and non-government individuals, then what do you say? *shrug* I think most people know in such situations you mean "many of the people of $country{$foo}", so communication is sufficiently effective.
