To partly answer your question: I partly recall a 19th century epigram that started out like "In France, ignorant men try very hard to seem learnèd, while in England, learnèd men try very hard to seem ignorant", and then the epigram continued with something about how that meant one kind of burden for French society and another for English society, etc etc. I wish I could remember it right.But in these 21st century days of internationalization, every society on Earth is apparently now groaning under both burdens at once. I blame the heat, and too many sugary drinks.
