Seoul had the worst standard of living among the world's 20 biggest cities
So maybe Seoul is the 20th biggest city, and maybe the 20 biggest cities are the 20 best cities to live in in the world, and Seoul is the 20th.
(Yeah, I know, that's not the case, but the statistic itself is still meaningless.)
