this is exactly the point of one of my pedantry peeves. I see it a LOT in gummint communications and bureaucratese. If the author had simply added the requisite hyphen --
baby-carrying rucksack
-- then all would be well.
Either way, there is no ambiguity. Without the hyphen, we have a baby carrying a rucksack. EOS.
