Here it is, in terms even an American congressman can understand.

The following bit sequence is part of a work which is copyright protected by Disney, and is used here as an example under the fair use clause of the relevant copyright acts: 10011101110000001000.

The following bit sequence is extracted from the open source program "Perl": 10011101110000001000. Under the terms of Perl's license, that bit sequence can be freely distributed.

If you can get hardware to tell you that one is copyable and the other is not, let me know how you did it. If not, forcing hardware manufacturers to do so is a really dumb idea.
