Until there's a confirmed sighting, I'd be suspicious. We've had a few attempts by people in, uh, notorious locations to register for a conference I'm involved in, and they all want an invitation letter so they can get a travel visa, but their credit cards never seem to work.

There were some similar names on the Who's Who for the YAPC::Eu's I went to. It reminds me of the story of nigerian golfers not showing up at a tournament.

I've heard that the oscom.org conference organisators have been faced with the same phenomena in the past (and IIRC also currently, I've seen a news item somewhere - or ask gregor on #oscom at freenode.net for details): people from southern countries who subscribe as speakers with some bad quality proposal just to get a visa, but then never turn up.
