First osirusoft went down due to DDoS. Now proxies.relays.monkeys.com can't sustain the DDoS so they've shut their list down and are waving the white flag (but at least they're not returning a hit for every IP like osirusoft did).
I don't know where this quote comes from, but it seems rather appropriate:

I wonder how many have to go down before the law enforcement agencies figure out that this is costing businesses millions of dollars.

Which is probably inspired by the quote from the 1960s by David Ogilvy about the world of advertsing, that "There have always been noisy lunatics on the fringe of the advertising business" ['Ogilvy On Advertising']. Which in turn was adapted for the title of The Fun Boy Three's 1981 single "The Lunatics (Have Taken Over The Asylum)"
