Yep, though they soft-peddle some of the downsides, I see. One thing that everyone seems to forget in the rush for programmer convenience is that Unicode is generally not the best answer for text in a single language, or primarily in a single language. (Usually exacerbated by the fact that Unicode is a superset of ASCII, so if ASCII works for your native language you tend to be a bit less familiar with or interested in other people's problems) The world's not insular any more, but most people still don't deal with much text outside their native language on a regular basis. (And for those that do, Unicode's OK, though often the native character set is still better)
