TPF chats over tea

Another part of the TPF changes is to make it easier for the Perl community to participate in what TPF is doing. We can read comments in use.perl and other sites, but there hasn't really been an easy place for someone to drop in with ideas or questions. So, we've just started up a new public mailing list. You can subscribe at tpf-discuss-subscribe{at}perl.org. It'll also have periodic announcements, including some that aren't news-worthy enough to merit a use.perl news post.

We need to run something tell nntp.perl.org to pick it up. It might happen before oscon is over.

actually we don't. It's all magic, but only a bit after the first posting hits the list.
