Well I've since gotten a reply (in both email and use.perl.org comments) saying it wasn't spamming...
I'm not entirely convinced, but I may just have to take his word for it.
Since he's not got Australian residency and is already in an existing job somewhere in the US, I might just have to chalk it up to a case of extreme speculation in applying for a job that starts at very short notice in a country a long way away that he's not legal to work in.
In other news, I've just release Params::Util 0.01, which provides a variety of light and tight param checking functions. Rather than check the entire method param signature, it simply provides a quick way to check specific values.
