Viana.pm, a group we started with just two mongers in a 90,000 population city has now risen to 12 members!

Not personally (at least that I can think of ATM; sorry if I'm forgetting someone), but according to pm.org there's a PM group in Madrid, whose main contact seems to be Bruno Diaz (check this page for his email address).HTH
