While we are on the subject - would there be any value in creating mirrors of search.cpan.org - indeed would this even be feasible ?

Well....it would be more like a replica than a mirror, but it is feasible since there are two machines that answer to that name these days. Last I heard, Graham was not ready to share the source for mirrors but it can't hurt to ask I suppose. One would require a reliable box with a very healthy network connection, a mirror of CPAN, Perl, mod_perl apache, mySQL, about 4GB disk space and a bit of patience :)
