CRN cites Visual Perl as a top example of Microsoft's 'new development philosophy' for XP. "Microsoft is supplying platform-independent services and a language-independent runtime environment. The strategy stands to dilute some of Microsoft's bad standing with developers who feel trapped in the world of Windows-based proprietary solutions...
