If you want to have a mirror in the cluster too, then make sure your CPAN mirror lives in the /pub/CPAN path and that we know about it. You can register your
mirror. In the "notes" field specify that you want to participate in the cluster. Also make sure to NOT mirror from ftp.perl.org or ftp.cpan.org (for obvious reasons).
